Grant Funds Available

The Arkansas Office of Health Information Technology (OHIT) is pleased to announce the availability of one-time grant funds made available by Act 1235 of 2013 to support the adoption of electronic health records and to improve the efficiency of health information exchange. Applicants are encouraged to carefully read the details below before preparing and submitting an application.  This funding opportunity is open to all applicants meeting the eligibility requirements listed in section II.

Applications must be complete and submit supportive documents (i.e. letters of support, agency documents, corporation filings, etc.) no later than 3:00 P.M. CST, Wednesday August 28, 2013. Late submissions will be removed from consideration. Proposals received with missing information may not be reviewed. 

Application deadline is Wednesday, August 28 at 3:00 p.m. CST. Proposals received after the deadline will not be accepted.


I.    OVERVIEW

The State of Arkansas, Office of Health Information Technology (OHIT) is pleased to announce the availability of one-time grant funds made available by Act 1235 of 2013 to support the adoption of electronic health records and to improve the efficiency of health information exchange. Applicants are encouraged to carefully read this announcement thoroughly before preparing and submitting an application.  This funding opportunity is open to all applicants meeting the eligibility requirements listed in section II.

Applications must be complete and submit supportive documents (i.e. letters of support, agency documents, corporation filings, etc.) no later than 3:00 P.M. CST, Wednesday August 28, 2013. Late submissions will be removed from consideration. Proposals received with missing information may not be reviewed.  

II.    ELIGIBILITY

A. Eligible entities must meet the following criteria and provide documentation of same:  
  1. The entity is based in the state of Arkansas (to be shown by submission of a Certificate of Good Standing with the Arkansas Secretary of State Corporations Division)
  2. The entity has been in operation for at least 10 years (to be shown by submission of the appropriate filing papers)
  3. The entity or its Electronic Health Record (EHR) is certified for Meaningful Use by the Office of the National Coordinator for Health Information Technology (ONC) – Authorized Testing and Certifying (ATCB) for EHR (to be shown by certification documentation received from the ONC-ATCB)
  4. The entity is capable of transmitting medical images electronically and in a manner that is compliant with the Health Insurance Portability and Accountability Act (HIPAA) Act of 1996 and Health Information Technology for Economic and Clinical Health (HITECH) Act of 2009 (to be shown by submission of detailed documentation describing and  attesting to these capabilities)
  5. The entity offers continuing education opportunities (to be shown by submission of documentation from the certifying entity for continuing education)
  6. The entity offers HIPAA-compliant messaging, collaboration and referrals (to be shown by submission of detailed documentation describing and attesting to these capabilities)
  7. The entity must agree to benchmarks and reporting requirements including participation in SHARE as required by OHIT (to be shown by a Participation Agreement with OHIT)

B.    Applicants must possess an Employer Identification Number and a DUNS number . All Applications must be signed by representative authorized to act on behalf of the eligible entity.

C.    OHIT reserves the right to substitute documentation.


III.    AWARD PERIOD

Awards will be made for a twelve (12) month period from October 1st through September 30th, with milestones to be tracked and reported as requested by OHIT.  

IV.         APPLICATION DEADLINE/SUBMISSION

The application deadline is 3:00 P.M. CST, Wednesday, August 28, 2013.


APPLICATION FORMAT: 
Applications must be typewritten, single spaced, using twelve (12) point font and must not be placed in binders. Please provide documentation of the eight eligibility requirements listed above.  The application is subject to public review by state executive order 12372; therefore applicants must complete and submit form SF-424. Applications will be made available for public review and comment for a period of thirty (30) days.

Proposals may be hand-delivered to OHIT, submitted by fax to 501.978.3940 or by commercial courier or U.S. Mail by the deadline to the address below.  Failure to provide all requested information may result in the application being removed from consideration.
